He is a senior construction project manager with deep experience delivering large, complex construction, international development, defence, and security projects in challenging environments across Central Africa, Iraq, and Afghanistan. He has a strong track record supporting start-ups in difficult operating conditions, building infrastructure, and securing logistics supply chains — while ensuring Keating Major Projects Ltd’s standard operating procedures always meet host-country and international best practice.
Donal Cotter is a financial and economic development expert with more than 25 years of project management experience. He has held senior roles on large, internationally donor-funded private sector growth projects in conflict-affected and transitioning economies, with recurring focus areas including financial inclusion, competitiveness, trade facilitation, investment promotion, e-commerce, customs reform, and institutional development.
Mark L. Pearson has lived in the Central African Republic for 47 years. He served as British Honorary Consul from 2005 to 2017 and has held several administrative posts in the country, including Deputy Mayor of Obo. From 2011 to 2017 he supported U.S. Special Forces in the C.A.R. as Lead Cultural Advisor and Translator, and in 2021 was decorated Commander of the National Order of Gratitude. He now lives in Uganda, commuting to the C.A.R.
With over two decades of international experience, Delroy Willis focuses on protecting people, assets, and operations in high-risk and austere environments. He has led major security programs at corporate and country level across international development, government contracting, and private industry — with expertise spanning risk management, crisis response, compliance, logistics, program start-ups, and business continuity. He has held senior leadership roles supporting U.S. government and private-sector programs across Africa, Asia, the Middle East, LAC, and Europe.
